Colonial Government should forego its right, which undoubtedly exists, to make any reclamation within 550 feet of the South end of the old Naval basin, and that such reclamation should not extend seaward beyond the end of the existing piers. Such a reclamation would not interfere with the entrance of tappedo craft into the old basin, which is really the only point for which the Naval Authorities are contending. I enclose a plan showing the existing piers to the South of the Naval basin, and such a reclamation as I have indicated above is shown by the hatched red line.
